Chambers is delighted to announce that Marie-Hélène Proulx and Michael Herz will be joining as an Associate and a Door Tenant with immediate effect. They will be joining the International Law practice group.
Marie-Hélène Proulx is a lawyer admitted to the Québec Bar since 2003. She is currently Associate Counsel in the Defence team of Mr. Patrice-Édouard Ngaïssona before the International Criminal Court. She was previously President of the ICC Bar Association, Legal Consultant for the appeal proceedings in the case of Dominic Ongwen, Associate Counsel for Al Hassan Ag Abdoul Aziz (ICC), and part ofthe Defence team of Hassan Habib Merhi before the Special Tribunal for Lebanon. She was also appointed Ad Hoc Counsel at the Office of Public Counsel for the Defence and acted as Rule 74 Legal Adviser at the ICC. She acted as Counsel for Jean de Dieu Kamuhanda, and is currently a pro bono Counsel for Mr. Siméon Nchamihigobefore the IRMCT. She also worked as a Legal Officer at the International Criminal Tribunal for the former Yugoslavia and at the ICC, Teaching Assistant at the University of Geneva and Legal Adviser at the ICRC Advisory Service on International Humanitarian Law at the Geneva Headquarters. She obtained a law degree from the Université de Montréal (Canada) as well as a LL.M from the University Centre for International Humanitarian Law (now Geneva Academy).

Michael Herz brings over 15 years’ experience at international criminal courts and tribunals to Chambers. He has worked for the prosecution, defence, and judiciary in landmark cases in the field. Michael was a prosecution counsel in genocide cases involving seven defendants at the UN International Criminal Tribunal for Rwanda (Prosecutor v Nyiramasuhuko et al and Prosecutor v Nzabonimana). He worked as a legal consultant on the defence team of a former president of Liberia in a war crimes and crimes against humanity case before the Special Court for Sierra Leone (Prosecutor v Charles Taylor) and as a senior legal consultant in defence of an alleged former Khmer Rouge official at the Extraordinary Chambers in the Courts of Cambodia. Michael assisted the appeals judges of the UN International Criminal Tribunal for the former Yugoslavia with drafting the final appeal judgment of that tribunal, in a case involving six defendants convicted of war crimes and crimes against humanity in Bosnia (Prosecutor v Prlic et al). He has also extensively advised on the laws and procedures of the International Criminal Court and specialises in advising on modes of liability. Michael is admitted to the list of counsel at the ICC and is a former secretary of the ICC Bar Association. In addition to legal advisory and representation work, he guest lectures for various institutions and has published on legal and regulatory issues in international criminal justice.
