Dr Austen Morgan, as a member of the Malone House Group, has been working on the Northern Ireland Troubles (Legacy and Reconciliation) Bill, now approaching the end of the parliamentary process.

On 26 June 2023, at report stage in the house of lords, the minister, Lord Caine, singled out the contribution of the Malone House Group.

Background 

• The legacy of the Northern Ireland troubles, 1968-98, has remained unresolved for 25 years.

• Significant concessions were made to republican and loyalist terrorists, but state forces – responsible for ten per cent of the killings – were increasingly targeted in the criminal justice system.

• In 2021, the government announced a policy of trying to deal with the families of victims by effectively drawing a line under the troubles.
